Boiler replacement in Buffalo comes down to choosing between a like-for-like steam boiler, a new hot water boiler, or a move to a different system, and then sizing it to the radiators and the house. We look at the pipes and radiators you have, explain the options, and quote the job before work starts.

Most boiler homes here are old. Census data reported by Point2Homes date about 61 percent of the city’s housing units to 1939 or earlier. The radiators, piping and chimney in those houses decide what a good replacement looks like.

What is included with boiler replacement

  • A look at the existing boiler, piping, radiators and chimney
  • Sizing from the heat loss of the house, and from the connected radiation on a steam system
  • Options for like-for-like steam, a new hot water boiler, or a conversion
  • Venting and combustion air checked against the new boiler’s requirements
  • Removal of the old boiler, with new controls, gauges and safeties
  • A permit where the municipality requires one, and a final check
  • A clear quote for the work before it starts

When is it time to replace a boiler?

Replace a boiler when the repair is likely to cost more than it is worth, or when the boiler can no longer be made safe. The signs include a cracked or leaking section, repeated lockouts, rusted-through controls, constant water makeup on a hot water system, and a flue that no longer vents properly.

Age alone does not settle it. Many old boilers are durable, and a worn part is often cheaper to fix than the whole unit. We give you the repair figure and the replacement figure side by side so you can see the difference. If you are not there yet, our boiler repair page explains how we diagnose first.

Steam or hot water: which boiler should replace the old one?

OptionWhat it meansTrade-off
Like-for-like steamA new steam boiler feeds the existing steam piping and radiatorsLeast disruptive, but you keep the quirks of steam
Convert to hot waterA hot water boiler replaces steam, with a circulator and zone controlsQuieter and more even heat, but pipes, valves and radiators must suit it
Boiler plus ductlessA smaller boiler keeps the radiators, ductless adds coolingTwo systems, but cooling arrives without ducts
Move to a heat pumpA heat pump takes over, with the boiler as backup or removedNeeds a load calculation and electrical capacity

Converting from steam to hot water is not a simple swap. One-pipe steam radiators and their piping were laid out for steam, and the conversion can mean new radiator valves, new connections and pipe work. We walk the house and tell you whether it is sensible for your radiators. Some homes are better served by a new steam boiler.

How do we size a replacement boiler?

Size from the house and the radiators you actually have, not from the nameplate on the old boiler. The old unit may have been oversized when it was installed or after later insulation work. The NYS energy code calls for equipment selected under ACCA Manual S, based on loads from ACCA Manual J or another approved method.

On a steam system, the connected radiation sets the boiler output, since the boiler has to fill the radiators with steam. On hot water, the room heat loss and the temperature of the water the radiators need set the size. A boiler that is too large cycles often, wastes fuel and wears out sooner.

High-efficiency boilers add a wrinkle. To condense and reach their rating, they need cooler return water, which old cast-iron radiators do not always give without an outdoor reset control. Venting also changes, since a new sealed unit often vents through a wall, and the old chimney may need attention for any remaining appliance such as a water heater.

The U.S. Department of Energy’s Federal Energy Management Program describes AFUE as annual heat output compared with the fuel consumed, and notes that it leaves out heat lost in the piping. An Efficiency Vermont presentation puts the return water temperature needed to condense at below about 130°F, though the exact figure varies by boiler. The rating on the box is a ceiling, and your radiators decide how close you get.

What happens on boiler replacement day?

  1. Walk-through and options. We look at the boiler, piping, radiators and chimney, and explain the choices before you commit.
  2. Quote and schedule. You get the quote before any work and a date that fits your calendar.
  3. Permit. We confirm what the city or town requires. In Buffalo, heating work goes through Permit & Inspection Services.
  4. Remove and set. The old boiler comes out and the new one goes in, with new gauges, safeties and controls.
  5. Pipe, vent and fill. Piping is reconnected, the vent is installed, and the system is filled and purged of air.
  6. Fire, test and teach. We check the burner, controls and every radiator, and show you what normal looks like.
“Excellent service, at a reasonable price. Recieved a quote and had a new boiler installed 3 days later.”

What does a new boiler cost, and are there rebates?

HomeAdvisor, which is part of Angi, lists boiler installation or replacement at an average of $5,917, with a range of $3,611 to $8,447, on a 2025 cost page. That is a national figure, not our quote. Local prices move with boiler type, the condition of the piping, venting, and any conversion or control upgrades.

We do not publish a price list, because the house decides the answer. You get the number before work starts. For a wider picture of what drives replacement pricing, see our furnace replacement cost guide, since many of the factors match.

  • National Fuel: its Fall 2025 newsletter says direct incentives for gas-fired appliances ended January 1, 2026. It still runs weatherization and thermostat incentives.
  • NYS Clean Heat and HEAR: these apply to heat pumps, not gas boilers. If you are weighing a switch, read our heat pump installation page.
  • Federal Section 25C: it expired December 31, 2025 under P.L. 119-21.

Check each current program page before buying, since terms change.

The quote should lay out the boiler, controls, venting and permit before you decide.

What about the radiators, the pipes and the permit?

The radiators and pipes usually stay. We check them for leaks, stuck valves and pitch while the boiler is out, and we can flush the system to remove sludge. In a double, the upper and lower units often have separate boilers, so each gets its own assessment and its own line on the quote.

In the City of Buffalo, a Heating Contractor license is required for heating work, and work started before a permit is issued can be charged double fees under Buffalo Code Chapter 175, according to eCode360. Outside the city, your town sets its own rules, so confirm with the municipality. Ask the installer which rules apply at your address, who is named on the permit, and when the final inspection happens. Erie County Consumer Protection lists the licensing rules by town. Once the boiler is in, book yearly service to protect it.

Boiler Replacement questions

How long does a boiler last before it needs replacing?

It varies by type, water quality and care, so there is no single age. Well-kept cast-iron boilers can run for decades, while a cracked section, constant leaks or repeated lockouts end that. We compare the repair price with replacement so you can decide with both numbers, and we tell you honestly if repair still makes sense.

Can I convert my steam boiler to hot water?

Often, but it is not a simple swap. Steam radiators, valves and piping were laid out for steam, so a conversion can mean new connections and pipe work. We inspect the radiators first and tell you whether it fits your house or whether a new steam boiler is the better move.

Do I need to replace my radiators with a new boiler?

Usually not. Cast-iron radiators often outlast several boilers. We check them for leaks and stuck valves, and flush the system to clear sludge. Replacement radiators only come up if one is cracked or if a conversion makes a particular unit unsuitable for hot water.

Will a high-efficiency boiler work with my old radiators?

It can, with the right controls. A condensing boiler needs cooler return water to reach its rating, and old cast-iron radiators sized for hot water may not provide that without an outdoor reset. We explain the trade-off and whether a standard-efficiency unit fits better in your house.

Do I need a permit to replace a boiler?

Usually yes. In Buffalo, a Heating Contractor license is required for heating work, and the job goes through Permit & Inspection Services. Work started before a permit can be charged double fees under Chapter 175. Outside the city, your town sets the rules, so we confirm what applies to your address.

How quickly can a new boiler be installed?

It depends on the job and the equipment on hand, so we tell you honestly after we see the house. One customer wrote that after getting a quote, the new boiler was installed three days later. We do not promise a time, but we work around your schedule.

Where we handle boiler replacement

  • KenmoreDense early 1900s homes with tight basements, where a replacement boiler has to fit the space.
  • LackawannaHousing near the former steel works is older, so a quote starts with the existing pipes and radiators.
  • East AuroraVillage homes with boilers sit in the southern snow belt, where winter demand is long and hard.
  • West SenecaCazenovia Creek has annual early spring ice jams, and damp basements make boiler placement and venting matter.
  • Orchard ParkOur base. The older village core holds boilers that have run for decades, ready for a replacement talk.
  • HamburgLake Erie is the town’s western edge, and a sealed boiler’s wall vent must stay clear of drift.
  • Niagara FallsAbout 37 percent of housing predates 1939, with gravity and steam boilers among the older systems.
  • LockportAbout 49 percent of city homes date to 1939 or earlier, and heating systems are often older.
  • North TonawandaLumber-era houses beside the canal; the city lists HVAC among its nonstructural permits.
